Self Determination Update: Waiver Application Submitted

Update: Nancy Bargman, Director of  the California Department of Developmental Services announced that the Waiver application for the Self Determination Program was submitted to the Centers for Medicare and Medicaid Services (CMS) on March 13, 2018.  The application is back “on the clock” and CMS has 90 days to take action to either approve the application, deny the application or request additional clarification.  Because of all the work that’s been done up front to prepare CMS for the formal submission and to respond to their questions and concerns, DDS is very hopeful that the application will be approved.  Once the federal funding is approved, all Regional Centers will implement the program.

Background: The law requires that before the Self Determination Program can be made available, DDS submit an application for federal funding, and that this application be approved for funding by the federal government. DDS originally submitted this application 12/31/2014. As part of its standard waiver review and approval process, CMS sent a letter to the State asking questions about, and requesting more information on, specific sections in the Self-Determination Program Waiver Application. Following the normal process, DDS has worked through the Department of Health Care Services to provide written responses to answer CMS' questions and secure approval of the waiver.  Questions about this process can be submitted to the Department via email at   Once the federal funding is approved, all Regional Centers will implement the program.
