Community Resources Needs

The Department of Developmental Services (DDS), in partnership with the regional centers, is responsible for making sure that individuals with developmental disabilities live in the least restrictive settings appropriate to their needs. DDS is required to establish policies and procedures for the development and submission of annual Community Placement Plan (CPP) and Community Resource Development Plan (CRDP) funding proposals by regional centers. 

ELARC's goal is to be responsive to the changing needs of individuals receiving services through California's developmental disabilities services system and create options for people living in the community.

The following survey will help ELARC capture information about our community's needs to share with DDS so that local projects and resources can be funded appropriately.

ELARC considers the following areas to be priorities when submitting proposals to the Department of Developmental Services (DDS) for the development of resources under the Community Resource Development Plan (CRDP). 

Information has been gathered through stakeholders, including but not limited to individuals receiving services in the community, family members, current service providers, development of Individual Program Plans (IPPs), collaboration with local housing development agencies, and discussions with the ELARC Vendor Advisory Committee. The following priority areas have been identified:

ELARC Fiscal Year 2025/2026 CPP/CRDP Priorities

1.       Development of two Adult Residential Facilities for Persons with Special Health Care Needs (ARFPSHN)

a.       One with four beds

b.      One with four beds and a behavioral component

2.       Development of short-term emergency shelter services to support individuals and families served by ELARC who may be displaced during a disaster

3.       Expansion of an electronic roommate matching service, currently in use in Northern California, to serve individuals served by Regional Centers in Los Angeles County, with the intent of collaboration with neighboring Regional Centers
