The Community Services Department

The ELARC Community Services Department is here to support our community. We develop resources. We make sure that service providers follow the law, rules, and regulations. We help service providers to be the best they can be for those we serve.

Our Vision Statement: The Community Services Department is committed to supporting the ELARC Community by working collaboratively and applying adaptability, fairness, respect, and transparency in all we do. We are dedicated to building partnerships to ensure the highest quality, access, and availability of services to not only enrich the lives of individuals and families but foster belonging and inclusion

Unit Responsibilities

The RD & Special Projects Units’ primary responsibilities include but are not limited to:

  • Resource Development
  • Contract/Payment Agreement development and management. 
  • Rate adjustments
  • Specialized Assignments
  • Housing
  • Community Placement Plan/Community Resource Development Plan
  • Housing

Every Vendored Service Provider is assigned a Community Services Liaison from either RD & Special Projects Unit. 1 or 2

Specialists are now assigned liaison duties by type of Service, Service Code, or Resource Development.

The Vendorization and Support Unit’s primary responsibilities include but are not limited to:

  • Provider Directory/Standardized Vendorization
  • Rates Data Entry
  • Vendor Files
  • Support

The QA and Compliance Unit’s primary responsibilities include but are not limited to:

  • Ensuring Vendor Compliance with Title 17 and Title 22 Regulations
  • HCBS Final Rule Compliance
  • Technical Support and Training
  • Title 17 Corrective Action Plans and Sanctions
  • Facility Monitoring Management
  • Fact Finding Efforts regarding Complaints
